Do you have any ideas about using user-generated georeferenced raster maps in a tiled format?
We are migrating to the SARtopo environment that is being used by a number of other SAR groups. This program is providing a more consistent system for mission planning, field operations, and documentation.
We create maps for search teams that include a segmented search area, and additional annotations. The map is normally prepared as a GeoPDF file that includes a QR code. Search teams use the Avenza PDF viewer to read the QR code and download the GeoPDF and display it within the application. Their tracks recorded in the field are exported for use in the mapping program during debrief and with overall documentation.

We would like to find a way to display these maps in Map Pilot and Tag Pilot. In addition to GeoPDF, we can export the maps to GeoTIFF, and/or MBtiles formats. We don't expect the maps to be available via internet in a manner similar to MapBox and ArcGIS.
An alternative would be to export the search area boundaries as KML/KMZ, but there will probably be less information available than shown on a raster format. However, it doesn't look like you want to deal with vector data.
