I purchased the regular map pilot on my Iphone, when I downloaded on my Ipad I had to purchase it again, Is this correct? I have also now upgraded for the terrain function on the Ipad, hoping I don't have to pay for every upgrade twice.

You can only be charged for our apps or features one time per Apple ID. This is how the App Store works. If you are logged in with different accounts you will be charged again.
The 'Restore' feature will sync up all purchases that are already made with the logged in account.

Sorry, I realized the Ipad is under my daughters Apple ID, but we are on family sharing, and it does say in the app store available for family sharing, does this include upgrades? if not maybe I can get a refund and I will just purchase the Business app so I can have all the features on both devices.

We can't provide any refunds on app sales since that is a transaction that is made between you and Apple. You will have to log into your iTunes account and see what you can do. This is completely between you and the App Store.
