If the goal is to be able to measure distances within the orthoimage only without regard to areas outside the image. Is there any mechanism or benefit within MME to use placed reference points on the ground before photographing with known measurements between the points but have no xyz coordinates in order to make the resulting orthoiimage more precise?

You can use manually measured GCP data to adjust the accuracy of the processed orthophoto after the fact using the following tutorial.

You're on to what I was after. I had found that tutorial but haven't tried it out yet.
I'm trying to find the simplest way to adjust the orthoimage in order to be able to take relative measurements of things in the photograph. Not survey accuracy stuff. Like a water main 32' from that corner of the building and 67' from that tree. Stuff like that. I can overlay a scale bar on a photo and then my clients can locate locations marked in the orthoimage. No need for 'real' GCPs for this.
I have a CAD program that lets me adjust an image in x and y to match a known value which works ok. Was looking for more options.

Have you tried using the making the measurements in the browser? That is what they are there for.
You just need to use the controls on the left side.
If the adjustment to make an image more precise you recommended earlier is after the ortho image is generated, how will the tools in the browser be of use?
I'll have to try it on another device. I am on an Asus laptop that has a touch screen. Even if I disable it in Device Manager, MME gives me the following message and no tools. I think the page coding must be a little aggressive?
If you have made the adjustments in a GIS software such as QGIS then the measurements would best be made in that software after the adjustments. Chances are any point to point measurement would be the same since all the extra manual georeferencing step does is scoot things around a bit so they line up. There would likely be very little change to the scale.
