Is there a way to use GCPs when creating a map?

You don't use that at the time of creation. You use the data as it is and then apply corrections to it after the fact using the Manual Rereferencing process:

The processing finished but I don't see any way to apply my GCPs. Where do I click to apply the GCPs?
I went into see the 3D model and when I returned to the page it looks different.
The processing wasn't finished at the time of the first screenshot. Once the map shows the processing is finished and then you can do the manual realignment.
