For the part about the resolution, Tudor addressed that in your original post a few days ago:

"The the downscaling is to reduce the resolution so you are essentially processing less gigapixels. For example, if your input imagery was 1 inch/pixel the .5 downscaling would result in 2 inch/pixel outputs. The processing is the same, there is just less fine detail. It is the equivalent of flying twice as high to collect the data."

Whether or not processing at native or a reduced resolution is a waste of funds is entirely up to you.
