When I try to use my ipad for flight planner with gridlines the app says I need to purchase. I have already done so using my iphone. How can this be recognized??

As long as you are logged into the second iOS device using the same Apple ID you can download the app again without being charged. A single Apple account cannot be charged more than once for any of our apps or In App Purchases.
Once you have downloaded the app you can restore your purchases to get all of the add-ons back.

One can run the MP Business on any Apple device he ones, but not concurrently?
Simultaneous use is not restricted. The App Store limits the number of devices an app can be installed on per Apple account.
