The subscription level doesn't have anything to do with the ability to use the Sketchfab upload. You do have to select the proper Sketchfab plan you have so the model we send to them is the right number of faces.
There are two different settings: Full 3D and Full Resolution OBJ. Full 3D is what elects to render the overhangs and costs extra points. Full Resolution OBJ elects to create the full resolution Advanced Output files.
If you don't need to render the overhangs don't bother enabling the Full 3D option. If you need to do anything with the model externally you need to elect to at least create the OBJ file.
