No. But you could cache map tiles before hand by creating a mission that includes an area greater than you will be working in and saving it for off-line use. Then, in the field with no service, if the plan you want to draw is within that area, you should be good.
If, on the other hand, when you head out the door, you have no idea where you're going until you get there, and there is no service available, then you're probably out of luck.
