Have you received an email receipt from Apple for the purchase? Can you see it in your iTunes account? If not, you were not able to successfully purchase the feature. 

Regardless, it is safe to purchase the feature again since it can only be purchased one time per Apple account.

I have in purchase history and receive email from apple. Why still dont work?

OK. Have you tried deleting Map Pilot, reinstalling it and then repurchasing the feature?
