Is it better to fly a constant altitude or vary the altitude to maintain a constant height AGL?
We offer Terrain Awareness in our Map Pilot Pro app for this specific reason. Maintaining a constant height above the ground ensures a consistent GSD throughout the mapped area.

In order to use Map Pilot Pro app with Mini 3 Pro, I think I need to buy an N1 RC and an android device, or an RC Pro, far as I know I can't use the DJI RC, or an iPhone.
Correct. DJI has not added iOS support for any new aircraft in the last 2+ years.
