Hmm... That is certainly odd. Thanks for doing a bunch of testing first before reporting it.
Please email us some sample images to test with. Two that it comes up properly and two that it comes up as 0.
I have a peculiar problem whereby when I provide a file for EXIF checking, MME says that its longitude is 0 even though the longitude in the file is correct.
What is more strange is the fact that it only does this if I select one of the first 5 or so images in a set of 36 I am loading. If I select any of the later files as my check files, the Longitude is correctly reported.
If I proceed with the file showing a Longitude of 0, the confirm location map later in the sequence is blank. If I select one of the images with a non zero longitude reported the confirm location map correctly displays.
I have tested the EXIF data in multiple programs (Picasa, BREXIF etc) and all report that all 36 photos have correct GPS values.
Below are screen shots showing two files out of my set - one that is incorrectly reported in MME and one that is correctly reported.
Any ideas?

I just found this post by searching for the same problem. In my case the longitude shows up as 0 when i uploaded more that 200 images. When i uploaded 198 images, everything worked and the stitch turned out beautiful.
Please email us the image that didn't work so we can look at it. It is likely an issue with certain images or values. We need samples to be able to figure out what is going on.
I couldn't find an email address so i used the "Submit a request" box at the top of the page. Thanks for your quick reply!
Thanks to the test data from Trent we were able to fix the issue. It will be available in the next release.
The issue turned out to be an issue in the conversion of DDMMSS to decimal when the SS section was greater than 55.9 and 60 which would explain why it didn't happen very frequently.
