Locations / creating layered product to show site progression

Tried to use Locations feature for the stitched images produced in MME but will not allow these to be used (they show up as available layer choices, but do not appear when chosen). Not sure if I’m missing something or the georeferencing is inadequate. Any suggestions on the easiest way to provide a simple product illustrating the progression at a site being developed whereby a client can toggle these date-specific layers? Looking to show the gross changes at the site—absolute accuracy in the overlays isn’t a factor. Thanks in advance!
