Noise in Overlap Report

I guess I'm a little confused.  There is a scale of good to bad, dark blue to red respectively.  But we also apparently have white.

So, would a dark blue area with white speckles be better or worse than say a green area?  And, since the white speckles are just not a different color within the gradient scale, is it telling me something different than the colors within the scale?  Perhaps it is something taller at that area that is causing the overlap to degrade relative to the other gradient areas? In the example above, there are stock piles that may be 40' taller than the ground they are on. But the images were captured at 300' agl so they should still be plenty high over the tops of the piles.

In the help document, the "good" report has white speckles over the blue but the bad report has few white speckles.

Maybe the white speckles should just be ignored or maybe a little more info in the help doc.

Just ignore the white. It is only white because there are less point cloud points there. Just look at the surrounding points in the area. Dense blue is not better than blue with white. It is the same. Blue is better than green. Green is better than yellow. Yellow is better than red. 

The white tends to happen in flat areas where there is less point density.
