I logged in to the iPad under the account on which the full version of the map pilot was purchased, I can’t restore the purchase. How to restore a purchase?

You have to log in to the same iTunes account, not iCloud or MME logins. You can't restore apps if the device is not logged in with the purchasing iTunes account. If you are switching accounts around it can get a little weird and delete stuff. But you shouldn't be logging in with a different iTunes account just to restore purchase made with a different account anyway.
