I am trying to share certain annotations with another viewer for my map entitled Monastery - Full, but they are not showing on the public link.
Looking deeper I see that there is no option on my detail page to enable "Public Annotation View" but there are on the other maps I've created.
Can you please help to enable or let me know what I did wrong.

We can see that you have an annotation on your public map view.
It looks like maybe you figured it out. After making the annotations the page has to be reloaded for the annotation sharing controls be become viewable.
