Official comment
It should be there... It won't be present on a touch device since the libraries we use for detecting the map click locations isn't touch compatible.
Test it on our samples page on the 3rd one down:

If you are using the full screen version, make sure the "Enable Public Measurement Tools" checkbox is checked.
