Please post what you have here in plain text (open it in Notepad or something). It is almost always a formatting issue or the coordinates are not in decimal degrees.

GCP's
Hi
Struggling to get GCP's onto Map,have downloaded sample and added my GCP's to the sample,but keep getting The GCP format is incorrect. Make sure it is LAT,LON,ELEV,NOTE. NOTE is optional but the last comma must be there.
Any help greatly appreciated.
