I think you may not understand how map tiles get displayed on a smart device. A GPS receiver, either built in or external, will provide location data to the device without a data connection. But applications will not be able to show you a map, or raster layer, in conjunction with that location data unless it already has those files stored on the device. Without a data connection, there is no way to get raster tiles (pictures) onto the device, GPS receiver or not. I hope you understand.
