JPG and TIFF images aren't working

After downloading the .tiff and .jpg files, they are non functional (on a 2014 macbook pro os 10.10). I can open all other such files on from other maps, even much larger ones. I am very familiar with these file types and they will not function. Is there a way to reproduce these files on that end barring using more points redoing whole map?

We were just able to open both files with no problems on a 2014 MacBook Pro with 10.10 using the Preview application with 16 GB of RAM though... Keep in mind that these images are HUGE. The resolution for your image is 41797 x 34166. This corresponds to roughly 3.5 GB of memory when it is opened in RAM. This is the exact reason that we chop these super high res images up into tiles and provide the web viewer. It sounds like it is either time for more RAM or you could try to open the files on another computer with more resources.
