minimum overlap for straight-down image map only

Greetings.  My client doesn't require any 3-D or other capabilities - only a 'better-resolution-than-Google' straight-down view of their facility.  I'm trying to keep the overlap to a minimum for this specific assignment. I know that under 65 percent overlap is discouraged, but I have no need for sideways or depth information. What percentage of overlap can I get away with for this purpose?

There isn't really any way to do that without either causing some odd discontinuities in the resultant imagery or creating a map that isn't scaled well. Some sort of 3D transformation has to occur to account for lens distortion, parallax and terrain elevation changes. 

We don't offer that kind of processing. PTGui is software that does this but it doesn't provide well georeferenced outputs for the reasons listed above.
