You can only be charged once per Apple ID for everything we sell. As long as you are logged in as the same account that was used to purchase the app you can install it on another device without charge.
If you are being prompted to pay for an upgrade you have already purchased you can hit the 'Restore' button to get all of the features that were previously purchased.
