This is a feature that has been requested a few times so we are looking into ways of adding it.
What you are looking for can currently be achieved by copying the Flights.plist file from the device where the flights are designed to the other devices. When the missions are loaded, there will be an error about the tiles not being available since the tiles databases don't travel with that flights.plist file. While you are online you can press the "unlock" button and then resave the mission so it will fully be set up on that device.
