Labels or Notes?

I found previous posts talking about character limits on labels but I see no way to add a label or a text note to any annotation? Was the label feature implemented and then removed?

There is not currently support for adding text annotations to maps. I don't think there ever has been either. There are some new features coming out in the future that are designed for making reports with annotations.
