QGIS Location Map Export to PDF

I made a location map .tiff file in QGIS using the .tiff files from MME, but the Geospatial Location Tool in Acrobat is not registering the coordinates. I added the .tiff file to a new project in QGIS with the Google Maps background to check if the raster image would go to the correct location and it did. Has anyone had the same problem before?
