expanding my maps usage

How can I layer a map and draw locations of items, lines, designs, etc?  I would like to fly a project and use the map to create an "as built" to show water line locations, property boundaries, telephone line locations and spots that need noting for future reference..Is there a secondary program that can be purchased?  Or does MME have that already?  Thanks, Joe
