Make sure the setting labeled "Enable Public Measurement Tools" is checked with a green checkmark. Public users will be able to make measurements but their annotations will not be saved.

Enable Drawing Tools in Public Maps
Please can you explain how to include the draw tools on the public view. They are available in my account page but only the measurement tools are visible when in the public link. Thanks.
