If you want other people to be able to us the measurement tools you will need to make sure the "Enable Public Measurement Tools" setting is enabled. If you want those users to be able to make annotations to your map you would need to enable the "Allow Public Annotation" setting. These are both found in the Sharing section of the Map Detail page.
