Check the "Public Hosting" checkbox in the "Sharing" section of the Map Detail page.
From there you can distribute the "Public Link" as you see fit. You can turn off public access by unchecking the "Public Hosting" box again.
Making a map public simply makes it so users who are not logged in as the map's owner can see it.
The public link is only as public or private as you make it. It is not published, indexed or shared anywhere and you are in complete control of its distribution and sharing.
