Mavic 3E RTK Ortho shifted and not to scale.

I have a Mavic 3E RTK and have processed 2 projects so far. When I import the Ortho into my CAD program, the ortho is shifted approximately 1 foot and out of scale approximately 0.8 feet. When I process with Terra or Agisoft, the ortho is georeferenced correctly. I didn't use GCP's since these were flown with an RTK fix. I used the DJI workflow. Thanks

Small offsets are not uncommon but how are you verifying this? Against outputs from another software or surveyed GCP check points?

Regardless, there looks to be a few issues with your data collection that could be affecting your accuracy. Please review the Data Collection guidelines for tips and use Map Pilot Pro for your data collection if possible.

I compared using DJI Terra and Agisoft but I was using the Pilot 2 app to fly the mission. Would the Pilot Pro app give me better results? Thanks

Yes, data collection technique greatly influences the quality of the outputs. Including the images that are taking while the aircraft is traveling at a slower speed and turning is going to affect your outcomes.
