Official comment
It is at the top of the popup window where you select the GCP location within the image. You have to create a Location Map first for it to show up in the pulldown.

Using custom basemap for GCPs
Hi,
The site mentions that you can use your own maps as base maps when setting GCPs.
How is it that you set the base layer?
